  • Micro-purchase or simplified acquisition

    Bounded work under the micro-purchase threshold ($15,000) needs no competitive quotations when the price is reasonable. Larger requirements up to the simplified acquisition threshold ($350,000) can be set aside for small business and awarded quickly.

    A contracting officer may award to a certified SDVOSB without competition up to $5 million (including options) when only one SDVOSB is expected to offer and the price is fair and reasonable.

  1. Frame

    Name the users, the decision, the records, the constraints, and the authority that stays with the agency or prime.

  2. Bound

    Separate the work package: interfaces, deliverables, exclusions, and acceptance conditions, in writing.

  3. Build

    Deliver in slices with dated decisions, test evidence, and working review points the product owner can see.

  4. Hand off

    Source, documentation, training, an open-risk register with owners, and a recorded acceptance.
