Bounded work under the micro-purchase threshold ($15,000) needs no competitive quotations when the price is reasonable. Larger requirements up to the simplified acquisition threshold ($350,000) can be set aside for small business and awarded quickly.
How this works with BCASDVOSB sole-source or set-aside
A contracting officer may award to a certified SDVOSB without competition up to $5 million (including options) when only one SDVOSB is expected to offer and the price is fair and reasonable.

Primes with subcontracting plans carry SDVOSB goals. BCA takes a defined work package with explicit interfaces, deliverables, and acceptance evidence, and the prime keeps program authority.
